It is two hours out and two hours back, which leaves six for Nikko, and the tours differ almost entirely in how those six are spent. Two hours at the shrine and ninety minutes at the lake is the good version. Ninety minutes at the shrine and a gift shop is not, and both are sold with the same photograph.

Six things that decide how good the day is
All six are visible on the listing if you know to look.
- How early it leaves
A 7:30 departure gets you to Toshogu before the coaches from the later tours. An hour earlier is an hour less queue at the gate.
- How long at Toshogu
Two hours is right. Ninety minutes is workable. An hour is a march past the gate and back to the coach.
- Whether the lake is included
Kegon Falls and Lake Chuzenji are forty minutes further up. The tours that reach them are a meaningfully bigger day, and several listings mention them without going.
- Whether all three World Heritage sites are covered
Toshogu is the famous one. Futarasan and Rinnoji are five minutes away and about half the tours skip them entirely.
- The pickup point
Some collect from Shinjuku, some from your hotel. On a 7:30 start, that difference is real sleep.
- The vehicle
A shared coach of forty people moves at the pace of the slowest of them. A private car does not, and for four people it costs less per head than it looks.

Can you do Nikko independently?
The trains are easy. Fitting both halves of the day into one is not.
Yes, easily, and a good number of people should.
The train from Tokyo is straightforward: the Tobu line from Asakusa runs direct to Tobu Nikko in about two hours, and JR runs via Utsunomiya for anyone with a Japan Rail Pass. From the station a bus takes you to the shrine district in ten minutes, and the same bus route continues up the Irohazaka road to the lake.
What a tour buys is the sequencing. Doing Toshogu, then the mountain road, then Kegon Falls and back to Tokyo before the last useful train, all on public transport, is possible and tight. The bus up the Irohazaka in late autumn can take well over an hour, and missing a connection at the top costs you the waterfall.
The other thing a tour buys is the guide, and at Toshogu specifically that is worth more than usual. The carvings are the point of the place and they are unreadable without somebody to tell you what you are looking at.
So: independent if you are confident with Japanese transport and are content to see the shrine slowly and skip the lake. A tour if you want both halves of the day.
